There's a few things that can go wrong- namely, the switch can get broken, the ribbon connector to the switch can loose good contact on the copper traces (also oxidation can occur in high humidity areas). A battery wire can have a faulty solder joint. I read up on the small battery, and it looks to be a flash memory chip, that holds the flash memory when batteries are changed, or go low on charge, however, I couldn't find any reported effect on it keeping the camera from turning on, but who knows, I've heard of stranger things.

If your battery is good and there is no life on the camera even after the battery is taken out and kept aside for about 30 minutes to reset, it is possible that the camera sustem has hung up or is technically faulty.
Take the SD card out of the camera and put on the battery after sometime say 30 minutes, While the battery is put into press and hold the menu/power button to drain off so as to reset.If there is no action, then it might be necessary to open the set and check for a possible break in the power lines, a link or series fusible failure in the circuit.
If you are able to open you can use a multimeter to check if the power supply is coming on to the set. If not proble the circuit line to the mP section as this can be very fine.
If there is voltage into the regulator and to the mP board then it is possible that the section is having errors.
However It would be adviceable to have the camera checked at the casio service for a consensus before you can try to look into so as
an estimate could be drawn .

...moving on to the second I'm not sure I understand this; "...check if the power supply is coming on to the set."
1. I do have a multimeter but am a total newbee on how to use it.
(any good online instruction you'd suggest for this? )
2. Where do I check this? on the inside battery contacts?
3. what setting on my multimeter?
