There are actually 3 belts. One large belt from the fan to the pulley, and two identicle smaller belts that connect the pulleys. here is a pic I took of mine. Hope it helps.

The belt on the beater brush is too loose and the brush won't turn, I have ordered new belts and it still doesn't work!!

Look in your manual for the proper routing of the belt, there may be piece broken and missing without you realizing it. If this not the case, there has to be some kind of adjustment on this unit.

Vacuum cleans properly, however smells like rubber. Nothing is caught in belt

You need to replace the vacuum belt. Even though the belt may look fine it is probably stretched or worn and slipping on the motor shaft and that is why there is a burnt rubber smell. You can get replacement belts here:

The belt on my hoover cordless is not spinning when I turn it on

You need to replace the belt. Even though the belt may look fine it can be stretched and therefore it won' t turn the roller brush against the resistance of the carpet. You can get Hoover replacement belts here:

Cleaned out hair, etc., but brush still doesn't rotate...makes a ratcheting noise.

You probably need to change the belt. Even though the belt my look okay it can be stretched and therefore not turning the brush. You can find the DC07 belt on www.vacbelts.com. If you have the DC07 with the clutch system you need these belts:
http://vacbelts.xps.convina.com/dyson-clutch-system-belt.htm
If it doesn't have a clutch then you need this belt:

Eureka Smart Vac Brush not rotating when touching floor

Sounds like either the belt wasn't routed correctly or the idler clamp asm.(part # 704194CSV) has a problem. There should be a diagram showing the belt placement either by the belt or on the inside of the cover.
