Well id like more information but lets do something. I got neons under body and inside. All of them are connected to my fuses. what you need to do is connect the ground cable to the fuselage of the car(hidden) so it looks perfect. Then connect the red cable (or positive cable) to any switch where - is or so so you kow what way is to turn it on(buy the switch anywhere it wont cost more than 4 bucks). Then get some extra red cable 26 or 28' would do and put it to around any fuse and from that well go and conect the other end to the O, the switch side where off is selected. Thats it, really simple. :)

on any 12v vehicle system, any battery wire connected to the chassis or motor block will connect to the negative terminal on the battery the other typically red insulated wire connects to the positive terminal.
Easy way to check plugs wires while driving, get 4 or 6 small neon lamps depending on how many cylinders,the neon lamps used in appliances to show they are on are good NOT LEDs.
Remove resistors from neon and connect one side of neon lamps together and earth to body, take other side of each lamp and solder long single telephonr wire and wind about 10 turns around each plug wire insulation a little way from plug leave end of this wire disconnected. make sure the end of wire does not earth anywhere on body leave unconnected. the high voltage going through plug wire will induce enough voltage to fire neon and show plug works if one neon does not flicker as plug fires it the bad one.
This will only show electrical misfire not injector problem.
The best time to do this test is at night neons will flicker bright at night. As a mechanic how to check injector and injector voltage.
you can get one cheap from a junkyard for same year and the colors will match for the wires. if you know how to solder that is a help, will give you the best connection. i am not sure if the dealerships carry the pigtails anymore for a 1996

I have a similar issue with my 1997 Neon. My fuel gauge works, but my speedometer only works when it feels like it (jumps and then drops to zero) and once my whole cluster didn't come on. I've found this (http://forums.neons.org/viewtopic.php?f=22&t=118450) that I'm going to try when I get a soldering iron. Also I just discovered my reverse lights don't work either and it's not the bulbs, my best guess is the Neutral Safety Switch because I can start my car in drive and reverse.
