Here are the steps:

First, factor the equation (I know that the plus symbol did not print out in your equation)

(4A-1)x(4A-1) (correct?)

Therefore:

(4A-1)x(4A-1) / (4A-1)

= (1 x 1) / 1

= 1

Yes. A rational number is a number that can be expressed as the ratio of two whole numbers. In this case, 16.6 is the ratio of 166 to 10 (or 83 to 5). See http://en.wikipedia.org/wiki/Rational_number

It is not possible to give a general answer to such a question. If you have a fraction, simplifying it entails dividing by factors that are common to the denominator and the numerator. If you have an algebraic expression such as a polynomial you simplify it by combining like terms until you have only one term of each type. A trigonometric expression can be compacted, etc.

It is a fractional formula in which the top and bottom line are algebraic polynomials, whether low order (like x + 1) or higher order (like 4x^3 + 8x^2 - 7x + 5). See here

Use the rules to simplify the expressions: Get rid of the parentheses using distributivity od multiplication with respect to addition; group similar terms (terms with x, terms without x).
