SOURCE: Neff faulty Fan
I would not think that both fan and element are faulty, although it is possible.
if it has a timer make sure that it is on manual and not on auto, as this would stop the oven working.
Other possible fault is faulty main oven selector switch.
Hope this helps. Please do not for get feedback .

pull of control knob first, remove oven from housing and remove top panel undo 2 screws holding selector to fascia withdraw it back into top and change wires there will be quite a few dont get them mixed up! reverse to reassemble.

you have to remove the shelf supports (left and right) as well as the shelves. The manual tells you about the shelves but not the supports. I only found out as someone wrote the answer on another website
