In the model 280 Optiplex, remove the jumper, they have two pins only, turn on the computer, wait for 1 minute. The jumper is located close to the power plug, in the right side, you read PWD, theres is it, i did it and working fine...

the best way to remove a bios password is to have the bios reset by a program called "winternals" this can be done by any pc repair shop

Password reset would depend on, whether you remember the password or not. If you do remember then go to the bios by tapping f8 at the booting time and select the password option and reset it. And if you don't, take out the c mos battery after opening the laptop from the backside and replace it after few minutes. This will reset your bios password.
