Question about Dell Computers & Internet
Sounds like either an LCD panel problem, or a video controller. First thing, connect an external monitor and test if the same thing happens with it. You may need to press FN + F8 together to switch the display to the external monitor. If same thing happens, there is a problem with the video card. Try to boot in safe mode and if same issue, you either need to proceed in getting a new video card/motherboard if the problem is happening even during the Dell BIOS screen. If it happens pass the BIOS screen only, you may try a reinstall or repair of Windows. If external monitor is okay, you'll need an LCD Panel repair/replacement.
