This is caused by the failure of the convergence board. Several important and complex circuits will have to be replaced - the parts will cost you around $150. To install them you must unsolder the old ones , clean the board and solder back the new ones.
Since finding the parts will be difficult for an amateur and the job itself is very fiddly , you should call a repairman. It will do the entire job for less than $250.
