That is dependant on the application but if you mean for the desktop then
Right click on some empty bit of screen and select PERSONALISE
From here there are a few ways depending on just what you want to do. If you click DISPLAY on the left hand side you can alter the aspect ratio and that will increase the magnification
Whilst on that screen you could click ADJUST CLEAR TYPE TEXT and turn that on
clcik the SET CUSTOM TEXT SIZE DPI (still on the left)
I think you may want to try the last one but there you go at least three ways of altering screen size and display text.
If you want to do it for an application for printing then again it does depend on the application
