The number of blinks and what they relate to depend on the year and model of your TV. The 'blinks' represent protection mode due to one or more circuits being shorted. According to one chart, 10 blinks = Sub 5v SOS / Main 3v SOS DG Board DTV 9v SOS / Tuner Power SOS - which simply means faulty board/module(s), and this should really be dealt with by an authorised repair centre.
If you haven't already done so, submit the TV to a workshop and insist on a quote for potential repair costs, then decide if it is worthwhile fixing - this cannot be done in the home or at component level. These days, manufacturers steer toward complete board/chassis replacement rather than part by part. The age of your set and available refurbished PCBs will determine the cost. Either way I do not suggest that you undertake this repair yourself.

Your power supply board is dead, u know basic electronics' and soldering? Most of the times, the power supply board just have dead leakages gases capacitors.These capacitors always bulges up on it top,or puff up on it top.Replaced these gases leakages capacitors will get your TV power stable,and work again.Or tries websites like Shopjimmy.com,Ebay.com to buy a whole refurbish power supply board for the replacement.
