Hello, the fan in the interior unit takes a few minutes to start in heating mode.
If you are talking of the fan in the exterior unit, then that fan is stuck or burned.
If you try to use in cold mode and the fan of the interior unit dont run, then you have problems in the electronic board.

Indoor fan will not stop

Seems like the fan relay has stuck (Likely to be on the main indoor PC board) or if the machine was being used on heating mode, the indoor pipe sensor may have failed causing the fan to continue to run. Most air cons on heating mode, will keep the fan running for a few minutes after you switch off on heating mode to cool down the indoor unit before it turns off completely. The pipe sensor signals the main PC board to tell it that the unit has cooled down and can now turn off completely. If either of the above faults occur, the indoor fan will keep running all the time.

Why won't my air conditioner change fan speeds

Having same problem...ac unit seems not to be changing fan speed and cooling level has been reduced ????
I have no solution. but we have just run into the 7 day of 95+ degrees with high humidity. do not believe the units have frozen up, just seems that the fan is in low speed mode and trying to raise it to F2 or F3 doesn't seem to help.??? Most of the time we have to increase temperature because its too cold ?? now it doesnt seem to be cooling the same ??? I await anyones solution.

Sounds like your condencer fan motor is stuck. Can you take a long rod and when the power is off to the outside unit, spin the fan blade? Maybe it will be enough to get it working again.

If the compressor only turns on after the units it's shut off then it is a control board problem (stuck relay)

Fan running constantly in the house

Check t-stat and make sure fan is set to "Auto", that might be why fan is running all the time, or it could be a fan relay that is stuck closed. It sounds like you A/C is over charged or you have a bad high pressure switch, this was a common problem with this manufacture especially in the heat mode.

Fan runs constantly on cool mode

Simple Question: Did you check to see if the fan switch on the
t-stat is in ON or AUTO? If ON the fan runs nonstop. If in auto the fan cycles with the outdoor unit.
next does the fan shut off if you turn the t-stat to off?
A stuck relay should keep the fan running all the time.
Sometimes if the relay is stuck you can whack the side of the Air Handler and the connection will break.
Sometimes instead of a relay there is a stack switch.
It's a little black stack of 3 disks this is a bi-metal switch.
they do get stuck more often than relays.
The fan relay may be on a electronic board. I don't know for sure without seeing your unit.
