I have an ABIT-AV8 motherboard with a similar odor. It can be suffocating after a while. I could be electrolyte from a capacitor that has overheated, however, some cheap components have this smell from the beginning, and there is nothing you can do about it. They use one-part heat-less cure resins that can never cure.

NO! Burning smells are never normal for a PC. Maybe a car, or a friend who recently ate spicy food, but not your PC.

The smell is
from the motor that is bad and needs replacement, the hum/buzz sound itself
indicates that the problem is with the motor, don't think it is the start
