if you replaced the supply board then there is issues with the decoder board as you would need to chec kthat and see if its not the issue.

I would check output voltage of the power supply first to make sure that you do have DC 5v, 12v, and 24v. If you do then the problem can be in the inverter board. The inverter board also has a couple surface mounted fuses on it. You can check www.shopjimmy.com for parts.

Unless there is a determined flashing pattern, the light switching from red to green, then back to red, indicatest simply that there is an internal fault; that the incorrect voltage has been detected, and that the TV has been forced to stand by to prevent further damage.
After you click several times the TV turnson: This is common. Depending on what component is damaged, the TV may overcome the problem once a determined circuit has fully discharged; when a circuit is fully charged and stabilized, or even erratically because of a bad soldering joint or wiring.
This kind of problem is commonly caused by PSU or inverter. This parts use big charge reservoirs (the capacitors) to store charge. When one of the capacitors is faulty, the other parts in the circuit can compensate for a certain time the problem, allowing startup. The problem will get worsening in time as components in circuit will go will start blowing soon. The result will be a TV staying in forced standby and not starting.
Parts must however be tested before replacement. Even if PSU is more common problem, there are more parts that may need testing. In this particular model SMPS must also be tested.
If power supply stages are OK, testing will follow on digital board, inverter and other parts.
Since the TV is occasionally starting, voltages may be OK. Testing will start at component level in this case.
Repair must be done by a trained technician.
