Turn the PC off completely. Turn it back on and keep tapping F10 quickly... Don't press and hold it down.
If that doesn't work do the same only try F1... Those are the two keys used by HP Pavilions to access their BIOS.
Once we get into the bios you need to change the boot order of your devices. First should be the CDrom, then the Harddrive. After those two it doesn't really matter.
If you are unable to reach the above option, you need either repair the operating windows or reinstall the windows.
