Sounds like someone has set a BIOS power on password. I suggest that you ring Toshiba, and then ask them for what the master password could be, otherwise, it will most probably have to go back to Toshiba, for the BIOS to be replaced with an unprotected copy of itself.

Black screen blue box saying

some one must have put in a boot password to your laptop,
follow this:
When booting up, enter your BIOS setup (usually by pressing the F2 key at the appropriate time).

Locate the BIOS Password section and turn the ON STARTUP password to off. There is no standard setup for BIOS, so I can't give you exact instructions.

If this does not work, try:
remove cell & start your pc you will here beep...beep...beep...

then turn off your pc & restore your cell.Start your pc and
password is removed.

there is a battery on motherboard,a button cell, you can try removing that and start computer, then put it back, bios settings will be lost.
you can also try removing any hardware like ram,if you have two, when system is off, turn on , it will prompt for changes , enter bios and try remove password.

I have a satellite a200-1vp, at the start up it ask me for the hdd1 password, i did set this by myself by mistake, I do have the password so i can still go straight into the computer, but would like to...

You'll have to go in to the BIOS setup, this can be done by turning on you notebook and then press the key to enter the BIOS setup, see this website for the right key:
You'll first have to enter the old password then leave the new password field blank, leave the the field to confirm also blank, this will disable the hdd password.

Everytime i turn on the laptop PhoenixBIOS setup utility shows asking for a password... any idea's?

Yes, 2 things
1st, are you pressing any keys to ask it to enter the setup? If yes, why?

2nd, if it is always going into setup when turned on, then there is a fault with the current NVRam setup. If it does NOT give you an option to continue, then you will most likely need to send it to the manufacturer for repair. OR a phone call or chat session to them and they may be able to give you solution.

I know if the hard disk is password protected, they will not give assistance over the phone as them make an assumption if you set the password you would remember it and if you did not then you most likely should not be accessing the hard disk.

Can not get into phoenixbios setup utility

Is it like when you turn on your computer it asks you for a BIOS password.

You need to open the notebook from the back and locate the small battery which looks like the shape of coin,
After locating it take that battery out and turn on your computer,
Once your computer is fully loaded then turn if Off,
Then put the battery back and turn on your computer
Try to go into BIOS.
I am sure you will be able to go into BIOS.
