The KX-T7730 isn't an answering machine. You need to refer to the documentation for whatever answering/voicemail system you have it connected to. Alternatively, repost your question specifying the make and model of the answering/voicemail system.
Yes. However, it will only work if you have the 8-port hybrid card(TDA0170) installed. Besides costing a lot more money(the card, not the phone) the phone uses 4x the power of a 76xx or DT series phone and you only get 12 lousy working buttons.

Seriously, what happens when you plug a regular phone directly into the outside lines? Or, better yet, plug a regular phone into jack 01 and TURN OFF THE POWER on the phone sytsem.
Now you have a phone wired to the outside line. If you can hear on those, then you may have a line current issue, or something else. If you can't, the telco is obligated to give you a line you can hear on. If they can't deliver, try an alternative like Vonage.

If you are using the Kx-TA624 pbx (TES 824 models) system, program your phone unit (t7730) as follows: lifet handset, press FWD/DND button, press 3, then the outside line access code, then phone number, then #, then return handset.
If you are using the kx-ta1232 (higher models) of pbx system (usually with 9 or more CO lines cabable, use the following command:
lift handset, press FWD/DND button, press 6, then the outside line access code, then telehone number, then # then return handset to cradle.
sounds like a faulty handset, plug in another one from somewhere else on the system to compare, then renew. ( handsets often get bumped or dropped )
