First number two. Your filter is just full of water and without air in the system it will look like their is no water moving through filter. As the filter get's dirty it will be harder to move water and start to cavatate so you will be able to see the air and so the water.
When you opened the filter to clean it you probably didn't get it sealed when you put it back together Try cleaning and lubing the "O" ring or replacing it. Also check the inner support ring if you have one and be sure it is in place. Check the tank when running for water leaks to see where air is getting back in when off. If you can't see any you may just need to run for a while and let some DE get into leak and seal it, if it is small enough.
You may have a combination of problems. If there is air in the filter
then when you shut it off this air expands and forces it out the
skimmer. This is made worse if the filter needs to be cleaned or the
return to the pool is restricted in some way. To reduce the amount of
air that is in the filter any suction leak should be corrected and the
air relief port(if it has one) inside the filter should be cleaned.
Sometimes this is called the sock or screen, etc. I hope this helps.
