You have to press the button underneath the mouse to turn it on. If it is on a red light should show. You must also install the driver that came with the mouse.
Connect the wireless transmitter to your usb port. On the bottom of the transmitter there is a button press and hold this button, then at the same time push and hold button on the bottom of the mouse. Hold them for 10 full slow seconds and they will sync up and be ready to use. (remember to press and hold the transmitter down about 2 seconds earlier then the mouse button)
What is the exact model of wireless mouse you have? You may have a laser wireless mouse, which may not emit any visible light. The red light on other wireless mice are either a different optical mouse technology, or a red light for the purpose of being pretty. Not all wireless mice have a red light that you can see. Does the mouse work (regardless of the light)? Have you hit the connect button? Have you connected the wireless receiver to a working USB port?
If its a wireless GE mouse turn it on by pushing the button and hold till the red light comes on. Assuming the computer is running, press the Blue light on the Receiver and then press the button on the bottom of the mouse and it should start tracking on the monitor. Hope this helps. Bud
Could be signal interference or overloaded usb port. Move receiver around to get a more direct signal, and notice any other devices in use like phones. Use alone without other usb devices plugged in and/or buy usb hub with power adapter. DO NOT buy passive usb hub with no additional power.

If the mouse doesn't have a little door to
open on the bottom, then try this. Just behind the Left and Right
keys where your hand rests, apply firm pressure down on the
cover and slide to the rear. Some mouse manufactures have used
this type of access to replace the batteries.
