If the hard drive has failed, you will need to replace it- generally contact your system manufacturer/consult your system manufacturer's website to find a drive compatible with your system. If you wish to recover files off of that drive- you may need to contact a data recovery firm- or try putting the drive in a freezer bag, then placing the bag in your freezer for 48hrs- try to recover all you can, because that technique is a last-ditch effort.
