Why washer moves and vibrates all over when spinning

There must be the correct weight in a washing machine. If it is under loaded then the drum will spin out of balance because the weight is trapped to one side. regualar use like this will break the drum bearings.
Weighty things like towles & sheets have to be balanced around the drum prior to spining, that's why the drum does slow and quick spins to even the load out. apart from that one of the drum supports need attention.

Throw rugs are dripping wet after washing. My washer doesn't have just a spin cycle, so I have to rinse and spin. This still doesn't help. Every rug I wash comes out dripping.

The washer is likely detecting an off balance load with only a rug or two. You may want to try and put more rugs or old towles in to offer a counter balance to alleviate off balance condition. Or, you may consider washing the rugs at a commercial facility. They really are hard on the residential machines, especially if they come apart or the backing comes off.

Dryer Noise

You need to have you belt replaced. Over time the belt will strech.
this causes the dryer to still spin but the belt will sometimes loose the grasp of the drum and cause the belt to spin only.

This happens because over time with heavy loads of towles and jeans pull down on the drum as it is being loaded. Than when in cycle the jeans will drop from the top to the bottom pulling aginst it even more..
