If you did mention the Device you are uploading from, then I could make the explanation more specific. Let me guess, you are uploading photos from your CD/DVD, before you pop in the disk into the Cd/Dvd Rom tray, open My Computer, right click the CD/DVD drive and select "Properties", on the "Properties" dialog box, click "Autoplay". Now select the file format from the drop-down lists:
Next apply the changes after selecting the appropriate settings :
Click "Select an action to Perform", then click once the "copy pictures to a folder on my computer using microsoft scanner and camera wizard" and click "Apply" then, "Ok". Now insert the disk in Picture Disk in the CD/DVD drive. It'll open up automatically with the wizard.
Do the same with the Memory card, Flash Drive, or Camera but this should be done after they are connected/installed to the computer. After the changes are made, once again right click the Drive/Device name in the "My computer" folder and select Autoplay, or if there's no Autoplay option, reconnect or reinstall the external device/storage. They should work now.

You didn't said from what device you are trying to upload the photos so i can't help you with that.
But you might not need a special software: all modern devices have what is called a PC mode - or sometimes called Storage mode. What that mode does is it makes the unit act just like a USB memory stick: you plug it in an USB socket with its cable, wait a few seconds and it appears in My Computer. Now all you need to do is to just open it there and Cut/Paste the photo files wherever you want on your pc. That is all that software does anyway.
