My guess is the reset is bad, esp if the heater runs fine for the 40 seconds. Next guess would be the thermostat, if equipped.

The problem could be as simple as a restricted fuel filter causing a starvation situation

Since the heater is on your bench and not mine you must troubleshoot to find the problem. This might help: http://www.reddyparts.com/SP_tips.htm

I have a used B115. I put kerosene in it. Plug it in, it will run about 5 sec then shut off, kicking out the reset button. Push in the reset and it runs for a shorter time and cuts off again. Have checked...

Remove the top of the heater. Watch out for the fan and turn the heater on. Use a flashlight to look for fuel spraying from the nozzle. If it isn't, check the nozzle for blockage and the fuel filter. If fuel is spraying, make sure the igniter is working. The reset kick out because the flame sensor isn't detecting any flame or is dirty.

Heater makes the three attempts with 30 sec. intervals. Ignites for 10 seconds on each attempt, but will not kick in and run after the initial ignition.

Firstly make sure that the igniter is properly earthed. The ignitor itself detects the flame and if not properly earthed will not give the proper signal to the control unit. Next the burners need to be checked. They need to be properly cleaned of carbon deposits and oxidisation. If this does not cure the problem then do the following
Turn the gas output up to 2.5" wc(water column) Here's how :
To do this remove the slotted brass cap on the right of the gas valve. Adjust the output valve underneath one turn clockwise. Dont go more than this unless you're familiar with working with gas or have a manometer handy to measure output.

Igniter lites up fan kicks on and within 5 sec shuts off

Dustin, The ignitor only glows for 5 seconds, just long enough to ignite the fuel. The heater is shutting down because the photocell does not see the correct flame color.
Since you say "comes on for 5 seconds", I can only assume that there is a flame. You do not specify a lack of flame. I am also assuming that you have had the heater running this heater season and the problem just started.

YOU must find out if the problem is fuel delivery related or electronics related. Start by checking the pump pressure.
