More than likely the issue is in the multiple control valve that feeds both the brakes and the steering. It bolts to the left front of the tranny, right under the battery. While you're in there, it's a good time to re-gasket the pump. Buy yourself an I & T book, # IH-32. You'll need it! Also, don't lose the spring and check valve when you pull the control valve off the tractor!

if it's like my 560 the firing order is as follows going clockwise from the #1 on your distributor is 142635 #1 should be marked on distributor cap for #1
