Sylvania SA170 manual shows that timer can automatically turn on lights at sunset time, just enter your phone area code: Timer has to wired first and power on. Manual has long list of instructions starting on page 2.

How to wire timer:
SA170 replaces on-off wall switch that has 2 wires + ground
Timer has 3 wires + no ground wire
Wires that come off switch connect to Timer Blue & Black wires
Timer white wire connects with other white wires in box - if you do not have other white wires, connect to bare ground
If timer doesn't work, switch Blue and Black wires

Sylvania timer has 1 year limited warranty.

Sylvania timer can be used for 1000W incandescent Loads and Motor loads up to 1/4Hp
All outdoor timers are susceptible to power surge from nearby lightning.
Timers are also affected by line noise and incorrect outlet polarity.
Test outlet with circuit analyzer. Use timer to control different Load on different outlet.
If more than one timer has same problem, then suspect can be line noise and outlet polarity.

We have an indoor light switch timer and it is going on and off all the time. How do I reset it so that there is no program on it? or just reset the program?

Timer is not identified. You posted under Sylvania timer:
Open following link for instruction manual for re-programming timer.
http://waterheatertimer.org/Sylvania-timers-and-manuals.html

Problem is not clear.
Do you want to permanently override timer?
Most in-wall timers have override button, but the timing programming resumes at next set point.
When you re-program timer, it lets you set on and off times, but does not let you convert the timer to an ordinary on-off switch.

There is 1 type of timer that has timing function, PLUS optional ordinary on-off capability: Intermatic KM series, Tork 701, Woods 59017, GE15070
http://waterheatertimer.org/Programmable.html#15070

To replace the timer with ordinary on-off switch:
Buy on-off switch at hardware store. Switch will have 2 brass-colored screws and 1 green-colored screw.
Turn off power.
Remove timer wires, but note 1) which wire connected to timer red-or-blue wire and 2) which wire connected to timer black wire.
These two wires will connect to different brass colored screw on new switch.

The lights that are attached to my sylvania digital wall switch timer SA170 flash. I changed the batteries in the switch a month ago.

If timer worked correctly in the past, and suddenly stopped working, then manual says to push the reset button.

Following link has manual.
http://waterheatertimer.org/pdf/Sylvania-SA-170-Manual.pdf

I test timers, and most in-wall, and plug-in timers have 1 year limited warranty, although some last 5-7 years. When timers go bad, they are replaced. Sylvania is a good brand.

You have wired your timer correctly and the lights turn on when you push on-off button.
If lights do not turn on, we need to review the wiring.
Your timer looks like photo below.

I'm going to parrot back the manual with some extra words.
To start, press the reset button and clear any programming

Programing overview:
Each program has ON time ... and OFF time
So you set program1 ON and then set program1 OFF
When you set program1 ON, you choose the Day, hour and minute you want program1 to turn ON.
And then you set program1 OFF, and choose Day, hour and minute for program1 to turn OFF.
Your ON-OFF times for program1 should be on same days.
For example program1 ON for all-days-of-the-week, but program1 OFF is for TU Tuesday, then timer will not work.
IN this case, program1 OFF should also be set for all-days-of-the-week.
Let's start.

Setting the clock:
Press and hold CLOCK button
Keep holding CLOCK button and press DAY button until display shows current day (MO TU WE TH FR SA SU)
Press Hour button until current hour with am pm displays
Press MIN button until current minute displays.
Release clock button and current day and time show on display
At no other part of instructions do you press and hold one button while pressing other button.

Setting programs:
Press PROG button until "1" and 'ON' show on display
This is program1 ON
Press DAY button to choose which days for program1 ON.
You can choose: all-days-of-the-week and MO TU WE TH FR SA SU show on display
Choose individual days and MO or TU etc shows in display
Choose weekdays MO TU WED TH FR
Weekends SA SU show in display
Next step
Press HOUR button to select hour for program1 ON
Press MIN to select minute for program1 ON

Now program1 ON is ready, next, you will set program1 OFF

Press PROG button until "1" and 'OFF' shows on display
This is program1 OFF
Press DAY button to choose which days for program1 OFF.
( Remember, you want same days for ON and OFF)
Press HOUR button to select hour for program1 OFF
Press MIN to select minute for program1 OFF

Now program1 ON and OFF are ready, next, you will set program2 ON by repeating same steps above.
You can set up to 7 programs.
If you don't want to set program2, or any more programs, that's fine.

To exit programming and save your program, press CLOCK.
Now current time shows in display.

Final step: set MODE
Press MODE button until AUTO shows in display. You want AUTO for programming to operate lights. That's it, timer is ready.
If you're going on vacation, press MODE button until RDM shows in display, and then timer turns lights on-off at random

Copy and save these instructions to your computer so you have them next year.

HI, I HAVE A SYLVANIA MODEL SA 170 , I CAN´T SEE THE NUMBERS WHEN I´M IN FROM THE SCREEN, IT´S APPEARS VERY DARKS

If I understand correctly, you have Sylvania 170 timer and the display doesn't light up.
If you have different problem, add a comment.

A) If this is existing installation and timer display worked correctly before, then it sounds like timer malfunctioned or power to timer is interrupted. Check breaker, and then pull out timer and test for power.

B) If this is new installation, then 2 possible things:
1) Timer defective: exchange for new one.
2) Timer not wired correctly.

Review wiring:
Timer replaces single pole switch.
Single pole switch has two wires
Timer has 3 wires: Blue Black White
Timer has additional wire to run internal clock and to light up display.
If timer not wired correctly, then display will not light up.

Here is correct wiring:
a) Two wires from switch.
b) Connect timer-blue wire to one of the switch wires. Choose either one for now. You will have to choose other wire if display doesn't light up.
c) Connect timer-black wire to other switch wire.
d) Timer-white wire does NOT connect to either switch wire. Look in back of electric box. There are white wires twisted together and covered with wire nut. These are neutral wires. Connect timer-white wire to neutral wires. This will power the clock and display.
e) If your box does not have the white wires described in d), then connect timer-white wire to bare ground wire.
f) Turn power ON. Does display light up?
g) If display lights up, switch is wired correctly.
h) If display does not light up, then reverse timer-blue wire and timer-black wire shown in step b) and c).
