I have an Everstart Jump Starter hp250,no AC adapter or manual. Not sure it even works. Is there anyway I can test it myself at no cost?

If the battery is discharged and been so for several months the battery is certain to be useless or nearly so. Lead acid batteries need to be kept fully charged or they die quickly. The standing rule for jumpstarters is to recharge monthly and after every use.

A cheap low powered jump starter will be cheaper to replace than to obtain a replacement battery but a replacement battery will be cheaper for a medium duty upwards and they are mostly easy to fit.

It is impossible to test a discharged lead acid battery or indeed a jumpstarter. A manual shouldn't be needed as they are intuitive to use and the safety precautions are generic.
The charger is also a fairly generic 12 volt charger (actually 13, 14 or 15 volts) as supplied with many appliances and accessories of all sorts and in addition the unit would be supplied with a fused lead to charge the unit from the cigar lighter socket, also generic.

If it charges successfully after you have borrowed a charger or connected it via the jump leads to a low powered, 0.5 amp, charger, the battery voltage should be at least 12.7 volts after standing idle for 24 hours.

Doesnt charge or start

First remove charge it check voltage, then 12 hours later see if 12-13 volts. Also check start fuse.

Battery charge system light is on

likely your alternator check for voltage at the battery when running it should be 13 to 15 volts . charge your battery with a charger test for voltage when turned off it should be around 13 volts if the battery is good

I think I have an alternator problem? The charge needle on the dash guage is spiking to 16 volts off and on. I put a voltmeter to the battery and it is only charged to about 11 volts. With the engine...

The normal charge of alternator on idling is about 13 to 14 volts. 12 is acceptable but keep in mind it will need attention soon. The needle fluctuates due to the revs of the alternator - there is nothing to worry about. Just look that the charge is always above 12V on idle.

My "check charging system" keeps

first thing you should check is the battery. to do this you should buy a multimeter from a parts house and set it on volts. with car off check charge of battery. it should read 12 volts. start car and retouch red probe to positive and black probe to negitive. it should read 13 to 14 volts. if it still
reads 12 or anything below 13 volts you need to replace alternator. also check wires from alternator to see if any are loose.

The only thing I can think it might be is something else is running on that breaker. But for it to snap a 30 amp, whoa. The 5.5 hp motor probably draws 18 amps on start up if not more. But then runs on 12 or 13, so for it to snap a 30 amp, I don't know. The capacitors, you have 2, could be drawing too much. One thing, what is the 30 amp breaker for? Is it 220 volts? Is your comp 220 volts? Check this stuff out. I'm not sure how you test the capacitor, but don't go messing with it, it holds a charge. Hope this helps.

Battery seam like it is not charging

Some automatic battery chargers will not charge a REALLY low battery. You really need a volt/ohmmeter to check charging rate.
Should be 13.5--14.4 volts while charging, 12.5 volts for fully charged battery.
