Hi if your machine is loaded on the front side. Then you first replace the round metal piece then replace the centre with the pole in the middle this can be tricky but take your time and turn it slowly till it clicks in then close the side locks that holds it in it should now be ready for you to place the bobbin holder always remember to hold the bobbin holder facing you and but the bobbin in the shape of 9 clip it into machine and you should be ready to so hope you understand this and most of all i hope this is help full to you happy sewing.
I hope that someone has a better answer than me. I have searched the internet for "Highland"sewing machines without any hits at all.

Sorry Barbara but it is impossible to give you a solution on here, there could be any amount of reasons why your machine will not sew, it needs looking at by a sewing machine tech or someone with a similiar machine.
Only other thing I can suggest, if it is a new machine you should have a user manual, very carefully and slowly start at the front of the manual and work carefully through everything step by step.
