Question about HP Pavilion F1703 17" LCD Monitor
Look for cold solder joints on all four round inductors, you will have to remove the old solder first, clean up the leads and resolder the leads back on, also ckeck the purple casing caps for bulging seals at the bottom of the caps, also the transistors.
