turn on pc enter bios setup select default settings save and restart.have os disk in drive wait for screen display any key to start from cd.press any key to load disk.in options select install windows ( not repair) your system will find existing os ,now you can choose repair or install fresh copy.if you choose to install fresh copy delete partition first and create new partition and format.

There are multiple problems that could be causing this. The most likely problem is spyware or a virus has infected your system. First off, you didn't mention your OS, but apparently it was shipped with Vista, so I'm going under the assumption that that is what you're running.
First thing to do is try this:
1) Open the start menu.
2) In the place where you can type, type "msconfig" without the quotes and press enter.
3) In the box that opens up (System Configuration) click on the "Startup" tab.
4) In startup UNCHECK EVERYTHING then press "OK"
5) Restart your computer.
If the system starts back up and starts responding much better, chances are something that was loading up in your startup menu was causing the issue (most likely spyware) in which case download, install and run both of these:
Ad-Aware: http://www.lavasoft.com/single/trialpay.php (You can choose "free" version)
Spybot Search and Destroy: http://www.safer-networking.org/en/download/ (100% Free)
If you're still having problems, you can try doing a "System Restore" by doing this:
(Warning, this will revert your system back to an earlier date, so make sure you have backups of the software you've installed since the computer started having problems)
1) Click "start" and type "System Restore" (without the quotes) and press enter.
2) On the window that comes up choose "Choose a different restore point" and click Next.
3) Make sure you put a checkmark in "Show restore points older then 5 days" and look for one from before your problem started happening. Then press next.
4) Just press finish. It should restart your computer and start doing the system restore. If it doesn't restart your computer.
After the restore is finished, check to see, is everything working fine? If it is, SUPER, if not you'll have to go a little more extreme.
If the system is still problematic, you'll have to do a full system recovery. Back up ALL the data you have on your system that you don't want to lose (documents, pictures, mp3's, bookmarks) first before performing this task as it will wipe your hard drive and everything on it.
When you turn on the computer you want to get into your system recovery. It's usually either F10 or F11 (Consult your documentation if that's not it) just follow the prompts until the system is restored.
If THAT doesn't work, you've got a hard drive that is about to fail, or ram that has failed in your system and you'll have to bring it in for warranty issues.

When you first turn the machine on hit F2, that will take you into the bios menu, i don't know what version your machine is using, but the information is usually on the first page, you should find it easy enough because it will be next to the CD/DVD drive.
