I must assume it is an older Hotpoint made by GE. Remove the lower panels.(4 phillips screws). Black or silver motor is facing you. Left of that is the drain solonoid. It has a silver bar/plunger on the top and should be in the UP position normally. push down on the bar- it should move freely. If not, you need a new pump motor assembly. If this is the case, I would recommend going for a new dishwasher. This is also a good time to check for leaks, The old GE's are know to be silent leakers until it is too late. Hope this helps!

For the person whose plumber disconnected the dishwasher, let me guess - he replaced your garbage disposal.
Most garbage disposals have a plug that seals the dishwasher inlet by default. This plug will need to be removed. You will have to refer to your garbage disposal's documentation to determine how to do this properly.

the first things to look for, are the simplist faults.
1:) Check that the Outlet Hose-Pipe Isn,t Blocked-Kinked Or Bent.
2:) Check that the Pump, is not clogged/Blocked or not-functioning.

If you have water remaining in the bottom of your dishwasher then I would check the following:
Those are the main reasons areas of concern to investigate.. BTW, your drain line exitting the dishwasher should be routed up high and down into your sink drain system or thru the garbage disposal tap so that you have an air gap as 20YRSEXP was inquiring about..
You can run a simple test to verify all this..
Detach your drain hose from the house drain system ( from the garbage disposer or sink drain.. then route that into a rubber barrel ( be sure to keep part of the house up around the height of the countertop when you do this.. )... You should see a fairly robust flow of drain water into it when the system functions properly.. I would encourage you to run this test with no dishes inside it,.. This test will tell you if the restriction is in the dishwasher or house drain side..
