These files are part of the original install, they should have been there. If they are not then something is very wrong inside your Windows, severe file corruption has occurred.
Since you don't know what caused that corruption - most likely a bad program you installed messed them up - the safest way is to recover your files and reinstall.
If you still want to just reinstall the missing files - despite the risks then you must click Start, click Run and type - cmd - then hit enter. The command window will open, in it type - sfc /scannow - and follow the instructions to restore the original files.
