My PC doesn't boots

The power supply of my pc works properly, my hard drive is good, my memory (RAM) is also fine. but i'm not certain if the mother borad is defective. what do i check next for causing this error

When you are going to ON the PC then first check SMPS fan is rotating or not.If rotating then listen carefully any beep of BIOS is coming or not, if coming then late me know.
