Question about Televison & Video
This kind of problem is related with lcd panel (screen) of tv and some times T-Con board found defective, cause of problem.
T-Con board is part of lcd panel however some parts stores sell it separately.
Philips 42PFL3603D/F7 utilized two type of lcd panels and t-con boards are also different depending on lcd panel, if you are familiar with electronics stuff repair then can attempt to replace t-con board as it might fix your tv problem and if you have no experience then I would recommend to have tv repairman services. If T-Con board replacement didn't fix the issue then complete lcd panel (screen) will be replaced, it would be costly fix like approx 80% of new tv price.
If tv is still under warranty then do not attempt for any thing, just call number written on tv warranty documents and ask for warranty cover.
