on the underside of the shredder, at the top of the space where the cuttings box is, there are 2 sensors, 1 at either end of the shredder blades. it sounds like these sensors could be either dirty, or defective. try to clean these with a cotton bud or similar. it may need new sensors, bu it is worth a try!

If this is actually an SB-15C I posted a solution elsewhere and will repeat it:
I called the toll free number for Fellowes Help Line, 800.955.0959, and spoke to John who was most familiar with the SB-15c. I indicated that the "bin full" LED was bad (actually the transmit bulb). After John ascertained that I had indeed cleaned the bulbs, he made available a replacement part, MasterCard or VISA required. Replacement of these bulbs is not for everyone. A level of technical ability and some tools will be required.
I have never had this level of technical support available on the first call. Kudos for Fellowes.
