Since you mean the bios password, you can do this. Unplug from the power your desktop. Open the case and locate a small round battery on the motherboard that looks like this:
Eject this battery from its place. Push the power switch a few times (without power cable connected). The system will not boot but the capacitors will discharge. Wait for a couple of minutes. Place the battery back to the original place and start up the pc. The password must be gone. A good idea is to check the rest of the settings by entering the bios settings, or even better to load the preset settings (factory defaults) and make any changes as you wish (boot order, time, date etc). In case of not working post me a reply because on some cases a jumper connection setting is also needed (temporary) but since you don't specify your Dell I don't know your case.
