Hi,
Since you have told that , that you have tried replacing the power supply and still the problem is the same. The problem could be with the motherboard. Disconnect all the cables and cards from the motherboard. Except the processor and power supply and the front power button switch and then try to power on the system. Use the following link to check the beep codes that the computer gives . To ascertain the faulty component.

5 bleeps on a conpaq

it say that you have a critical failure it can be power supply ; CPU ; memory or motherboard
to test your power supply:

1 unplug it from motherboard
2 on the ATX conetcor (P1 with 20 or 24 pin) use a wire to link green with a black wire
3 with a voltmeter verify that yellow have 12V ; red and purple 5V and orange 3.3V (nearly)

for the CPU and memory modules you can change it and test(only 1 memory module is enouth) or test it on an other mother board (must be compatible)

and for the mother board test on an othr hardware that work (if previous test was passed it's the mother board)

What does the blinking orange light mean on my dell CPU, I can't get it to power up

Hi,
dell only knows 2 colors blue and orange... if you have no light on the mother board when power is plugged in. then your power supply is probably gone. considering you didn't mention beeps I would say thats it.

hope this helps

Just install a new power supply because the first blow out. mointor lite up but stay on orange light what can be the problem

Make sure all of the ram cards are in properly make sure that all power cords are plugged in correctly and make sure that no other wires where disturbed when you installed the power supply also make sure that the mother board is not the problem because sometimes when a power supply goes out it can burn up the mother board
