Since you already eliminated any BIOS, CPU or RAM issue, I'd say there is a faulty component on the motherboard (capacitor, resistor etc).

How do I get to the boot sequence on my probook 4730s laptop?

Most PCs have a boot screen message (like a logo) and somewhere on the page it says something to the effect of 'press F1 for setup' which takes you into the BIOS. Look for this message, and it will get you into BIOS where you can edit the boot sequence. If the boot screen flashes too quickly start hitting keys such as F1, F10, Del, Esc and see if it takes you in.... usually BIOS is one of those keys in my eleven years experience.
