Right-mouse click anywhere on the Windows "wallpaper".
Click "Properties".
Click "Settings".
You should see TWO screens -- one for the internal LCD screen,
and one for the SVGA output.
Click "extend my Windows desktop onto this screen".
Then, you can pick-up your "streaming-video" window
and "drop" it onto the second screen.

Connecting an External Monitor or Data Projector
You can switch to an external monitor or data projector by two methods. 1. Connect the external monitor to the laptop's video port, power up the external monitor first and the laptop. The video information will automatically switch to the external monitor. 2. If you power up the laptop first then you can switch the video output to the external monitor by pressing the Fn key and one of the Function keys, depending upon your make and model laptop. You can also toggle between the external monitor or both LCD screen plus the external monitor or back to LCD screen only by pressing the Fn key plus one of the function key a few times. Laptop will boot up but only shows color lines/pixels

If you get the same thing with an externe monitor then your Video card is dead. sometimes it's separate from the motherboard, if it's the case it might cost you 150 USD to replace it (used on ebay). If not sell it for parts...
Cheers

How do I Connect Dell: D600 to a TV using S-video port

You have to press the Blue (Fn ) button on the bottom row of keys at the same time as (F8) function key at the top on Dell Latitdue laptops. You can toggle back & forth between laptop monitor only, TV monitor only or both monitors on at the same time. No need to install extra drivers unless something is broken.
