From symptons, I would say the fan oven element is faulty, more so if the fan is working. Remove inner rear panel of oven and see if element gets warm, let it run for a minute, switch off and feel if element is warm, if not, then replace.the element.

you might have already thought of this, buy an oven thermometer you can pop in the oven.
I bought one from my local cook shop
I have a the same cooker and similar problem - mine gets hotter by 50 degrees so I set the temperature 50 degrees lower than needed.
I noticed the problem a few years a go and luckily hasn't got any worse.

Hi, it feels like your oven element has gone.
switch it off from the mains, open the door and remove the screws fixing the back panel. You will find a round two turn element. Unscrew the element fixings and check the element for burnt marks, corrosion. If you have a multi meter, turn it to buzzer and use the meter leads to test the element connections. If it doesn't buzz, it's dead. Just needs replacing.

The switch that controls the power to the oven is triggered when the oven door is closed. As I recall, it is associated with the quadrant hinge on the right side. Over time, the switch collects grease and residue and gets balky. It is easy enough to clean, but requires the oven side (inside) of the door be taken off. If you are at all handy, it is not a problem. While you are there you will likely find that you will want to clean out all the other grungy memories of past feasts. When I cleaned ours it worked as good as new. Good luck.

Even though you have continuity trhrough the element, it could still be faulty, to be sure if the element is o/k or not, you need to check if it is getting 240 volts to it.
If it is, and it is not getting hot, then you need to replace it.
