Is it a public area? If so, you're probably having whats called a "bandwidth" issue. Whenever to many people try to connect to the internet in one network it ties up the line. This is common with wireless internet. This may be your issue if youtube loads but the video does not.

How do I unblock Youtube on your computer ?

-Click Start->My Computer
-Click Local Disk C
-Open Windows folder
-Open System32 folder
-Open Drivers folder
-Open etc folder
-Open hosts file in a notepad

-Save the Notepad and close all windows
-Open your browser

You should be able to visit Youtube website

Try to open youtube in another browser like chrome or Firefox.
If you want to open youtube in internet explorer then download adobe flash player and run Reginout scan for the best performance of Youtube.
