Dell Laptop with bios or hard drive password set ? I had a similar problem. I fitted a new hard drive loaded windows and on the first re boot i had no OS again.
I went into the bios checked the boot order and also the hard drive booting options. My settings had unticked the hard drive as a bootable drive. When i ticked it and installed the original HD it worked again.
At least i have a spare Hard drive in the draw :)
XP repair When you boot with the Dell Win XP install CD-ROM, it loads a minimal operating system, similar to DOS, but compatible with Win XP. At the first screen you select install Win XP (not Recovery Console) and at the next screen it will find that you already have Win XP and offer to attempt a repair. This repair should not touch your Applications or data; it just reinstalls the Windows files. This is great because when it works you don't need to reinstall all your software.
If the repair does not fix it :
If you have documents you need,you would have to set the hard drive in an enclosure and copy the files over. Then you can run the Dell recovery disk . This will set it up as when it came from Dell.

its kind of hard to say exat answer of you question because seems many posibilities so if you are not computer tech just take it to repair shop because its hardware related so bet is not mess up with it.
usually it happens because of many reasons
such as being driver corrupted, not being supplied power properly to tray etc.
u r very correect its the time for new 1 to be bought.
u can get the new 1 from radio shack websites.
and also dont try to use that faulty charger again as it can possibly blow the laptop electrical parts internally due to any over power short circuit.
