Question about Toshiba Televison & Video
Your cables to your TV are loose. You must have a firm fitting on the RF connector. You may also have a loose connections from the vcr to the TV [in some cases your vcr is on as well, creating these dot s you refer to.] Or loose fitting from the satellite/cable box to the TV. A firm fitting is call a good ground. You will need to check these and tighten these without breaking the connections to the tuner[RF connector]. Many of the coaxial cables you use are the slide on and are not the best to fit! Good Luck and show a few hands of support and thanks for asking!
