There is no official Vista drivers for your webcam.
Try this alternative Vista drivers, Here. Uninstall any previous drivers you have installed. Do a clean drivers install to your laptop.

the disk does not work on vista.
Lot of users reported they found a working driver for the minicam pro 98067 SN9C103 driver http://www.soft32.com/download_173136.html
Even if it's also for other cameras it seem to work perfectly for the MiniCam.

For windows xp to be compatabe with laptops or desktops with sata drives you will need a driver that is written to a floppy disk and inserted during the windows install it will prompt you to hit F6 during the install early on for additional drivers.
I looked on dells' site's support page for your laptop and unfortunately they do not support XP for your model. Even if you installed it none of your video, chipset, webcam, or audio would run correclty. you only have vista and 64 bit vista as an option.
Now this isnt to say you cant their is ways to find and make srivers work, but thats a very hard and time consuming process.
I tried to install the sonix driver post here, but it doesn't work.
It work perfect whit the Trust driver.
The 32Bit version driver of webcam Trust WB-3400T work well.
