Why do I keep getting the same message to remove lens cap and turn camera off then back on again when the cap is off

Perhaps the sensor is defect? to it is way to dark in the room where you try to take a picture? When the sensor can't give any information to the main board about the light it it receiving, the main board assumes there is a lens cap in front of the lens. It can't think like us and try different codes. On;y the one that goes with the "not enough light" and say remove the lens cap and turn off .....

What is the Meaning of turn the camera off remove the lens cap and turn the camera on'

Really it means what it says.
Switch of the camera, and switching it on again, will reset the program, like a cold boot from a computer. Perhaps the camera could not move the lens barrel and as a precaution it gave this warning. When you removed the lens cap, please check there is no mechanical obstruction on the lens. Then switch on again. When the error keeps coming back you should ask advice to a Nikon certified crevice centre close to you.

The screen stays black. Yes, I have batteries, I do get instructions and images for video or camera, but I can no longer get a visual of anything the camera is aiming at. It's like there is a lens cap on...

Look at the front at the lens. Turn the camera to picture mode. Point the camera at a light above you. Take a few pictures and watch the lens.
You should be able to tell if is functioning correctly or if its broken. It sounds like it has been dropped.

Keeps saying to turn off camera and won't take pictures

What the troubleshooting guide suggest is to turn off the camera and turn it back on which sound like what you have been doing. The cause of this generally points to a camera malfunction between the camera and lens. This makes me believe that either something is restricting the lens from moving like the lens cap is tethered to the camera and tight on the lens so it can't do it's "pre" view and goes into the shut down mode. If the lens has any restriction be it the lens cap, ever ready case or anything that is restricting the lens movement remove it and try it again. I have another theory which is completely opposite to anything even suggested and that is the camera can't read the SD card so goes into shut down mode. If you remove the SD card and check to make sure the "lock" switch is in the unlock position. I'll give you a diagram for this.
The little switch needs to be pushed forward towards the gold contacts.

DSC-W150 SteadyShot says turn power on & off & lens pops in/out

I had the same problem with my Sony DSC-W150 camera. It turned out to have an easy fix. At the same time, press the power button and depress the shutter button halfway (the one you snap to take pics) as if you were trying to engage the autofocus without pressing the button down entirely. The lens will attempt to autofucus, which in my case was enough extra power to dislodge whatever debris/sand had clogged the lens. Hope this works for you!

Wide angle cap vs wide angle lens

The cap is a plastic disk, usually black or silver, that snaps on at the end of the lens to keep the lens clean. Some lenses have two caps, one for each end when not attached to the camera.
Some cameras don't use a "loose" cap; those cameras generally retract the lens into the camera body and "close" a door in front of the lens.
Many, if not most, camera users do not use a cap (my guess).

The wide angle lens is generally an "optional" lens that can be used for group or scenery pictures when you want to shoot a "wide" picture. A "normal" lens is generally around 50mm (plus / minus 5mm). A wide lens is anywhere from 17mm to 24mm (or so).

I recommend obtaining a wide lens... with a cap.

Hope this helps!

sounds like a lens error. Call the repairs center at 800-706-2534 and then keep choosing option 1. Tell them what's going on and that you would like to send it in for repairs. If they ask just lie and tell them you already talked to tech support. LOL
