Question about Symphonic ST420FF 20" TV
Hi, well this is most likely a Aspect Ratio issue, this can be set via the TV's Menu. You simply need to adjust this aspect ratio, to suit you viewing requirements.
It is all explained how to do this in your user manual, link provided below. http://www.devicemanuals.com/guide/Television/Symphonic/Symphonic-ST420FF-20-TV-Owner's-Manual-T0RVek16az.html

You may have a bad capacitor. Do you have horzontal lines near the top? What is the model#? And what year? But ,yes indeed there is a bad cap inside your TV.
