You'll need to call your carrier and ask them. Some carriers require that your account is active and paid for a certain number of months (3, 6, 9, or even a year). Each of the Rumor series phones has a service code specific to the individual phone so one code may not work with another.
You may be able to fix that problem by turning off the phone, then removing the battery. Wait about 30 seconds, insert the battery, and turn on the phone. That should fix the problem.
It is hoped you bought this new because there is an issue with the digitizer(the glass plate that sits on top of your lcd screen and recognizes when you touch the screen). I've worked on tablets and phones for several years now and, unless you bought it new and with a warranty then your next step is to take it to a reputable phone repair service and have them replace the digitizer. If you hold the phone up flat and you can see ANY kind of separation between the LCD and the digitizer, then it will NOT function properly.
Sometimes you have to replace both the digitizer and the lcd as they are one piece.
