Question about Toshiba PC Desktops
Google "Notebook Hardware Control 2.0" this little piece of software lets you control a great deal of what's going on with fans, batteries, power settings and much much more.
I would also suggest you look for updates from Toshiba specific to your model and apply those. If those updates do not fix your issue email Toshiba Customer Service explaining your issue. There may be a more specific fix for your model we here are not aware of.
This could also be a Vista issue. Have you downloaded or do you have Vista SP1. To check if its installed press the Windows key plus the Pause key and under system it will state if you have Service Pack 1. If you don't, let my know by commenting back and I'll talk you through it when you have some time to answer several messages until its done. OK?

That can be an electrical problem. I would talk to the manufacturer about this problem. I would do it ASAP because any type of short or continuing electrical current can be bad for the computer. Even ruin it. If they can't help and you are still under warranty you might want to replace the computer. With a new one.
