Can a FlorCraft 7' wet saw cut tile and paver brick (2.5" x 8' x 3.5")

My advise would be to read the user manual and determine the maximum cutting capacity of the saw and which materials it can cut. Pavers are usually precast concrete and a diamond blade should handle this easily. NB, The depth and width of cut are the crucial points. Read the manual and check the specification. Download a replacement if you have lost the original.

I have concrete tiles on a flat concrete roof deck and i am getting

It would make more sense to raise the tiles off the deck, allowing more room for drainage and eliminating the concrete to concrete contact. The air gap would do that, as well as make the water drain much faster and easier, which in turn makes the concrete last longer.

How many 1"x4"x8" clay brick

792, minimum (assuming you're putting the 4x8 side up). Each paver is four by eight inches, or 32 square inches. Since there's 144 square inches per foot, we know that each paver is 0.2222 square feet (32/144). 176 square feet divided by 0.2222 square feet per paver is 792 pavers.

Circular saw won't start after having cut pavers

You fried the motor and most of the time it isn't worth repairing, since the parts will cost you more that a replacement saw.

If you are going to continue to cut pavers, suggest you either take it very slow and cut 1 or .5 paver and then let it cool down. But a water cooled tile saw would be better.

Are concrete slabs suitable for a stable floor?

So long as you level the floor and put at least 2 inches of cushion sand down they should be fine. If you don't use the cushion sand, there will be too many variables as far as movement. The if you tamp the pavers down, sweep sand into the cracks, and lightly wash it off, the sand acts as mortar, keeping the pavers from moving too much. Because pavers aren't typically reinforced, they are only as strong as the underlay, or substrate, so make sure you do a good job prepping and they will be fine.
