Start with the device off but fully charged. Press and hold the call control button for 8 seconds; at this point, you'll see the light flash blue then red. You'll have two minutes to connect it to your new phone. Use the passkey 0000 after your phone finds the headset.

I went through the same issue and finally got working.
Make sure your plantronics headset is in pairing mode. To do that, start with the headestturned off, then press and hold the call button until the headset begins to flash blue and red then release it (after you release it will continue flashing blue and red). At this point your phone should be able to find the device.
