Normally within the USA,if you call a BMW dealer they will provide it for free. However,I have seen a few higher end cars call the dealer and they want an ourageous amount of money. If that is the case, here is a link to get it much cheaper. If you google 'factory stereo unlock codes' to price shop, many sites will appear. You will need the VIN.Good luck! Call your BMW dealer , they will need the serial number of the radio ... so you may need to have it removed from the car when you call them for them to check the system for your radios code.

Enter radio code BMW 1998 M3

Use the CD selection numbers. The numbers should range only from 1 to 6. Once you enter all 5, it should accept it unless the code is wrong.

BMW M3 E46 Stereo whine

What you are hearing is ground loop interference. If you have an aftermarket headunit/amplifier this is a common occurrence. A ground loop isolator in line with the low level amplifier inputs should solve the problem. Otherwise, it may be a malfunction of the stock cd unit or amplifier. BMW used a balanced input on some of the stock amplifiers, which would make ground loop interference all but impossible.
