Sounds like the battery is bad. It will need replaced. You will find a replacement at shaveroutlet.com. See link below

http://shaveroutlet.com/shaver-replacement-parts/norelco-philips-8100-series-liion-battery-cell-p-578.html

To replace, first remove the back cover by removing 2 screws. Then you will need to remove a second 'inner cover' by removing an additional 3 screws. You can then access the battery. For easiest replacement, it is sometimes suggested that you use a modified installation technique. This is to break the tabs off of the old batteries rather than unsoldering them from the circuit board. This allows the old batteries to be removed but leaves the tabs attached to the circuit board. You can then solder the tabs from the new batteries to the old existing tabs

Norelco shaver doesn't recharge.

If the shaver won't hold a charge it usually means that the batteries need replacement. This requires disassembly and soldering skills. It's not hard to do but if you're not handy with a soldering iron a shaver repair shop can do the work for you. However, if you have to pay to have it done and if the blades are more than two years old and need replacement, you might be better off just buying a new shaver.
